Summary:
Reporting to the General Manager, the Pre-Construction Manager is responsible leading and developing all estimating, project controls, and quality procedures. He/She is involved in the planning, directing, resourcing, and onboarding of all Pre-Construction employees to ensure optimal performance and adherence to company standards. This position has a primary financial responsibility (budgetary controls, overseeing bid execution, ensuring quality team is aligned with TESC’s standards). Successful performance of the Pre-Construction Manager will be measured though several key performance indicators (KPIs) including financial data, efficiency and effectiveness of internal processes systems, staff learning and growth, contribution to strategic initiatives, and successful bids.
Responsibilities & Duties:
- Maintains standard TESC Project Delivery System.
- Determines to bid or not to bid opportunities within limits of authorization.
- Coordinates, supervises, and directs all bids and tenders.
- Ensures all bids, and projects maintain proper quality standards.
- When applicable, in conjunction with the Pre-Construction Group, assist with Estimate reviews, project risks reviews, scheduling and resource requirements.
- Drives project start-up, including handover and onboarding process.
- Ensures projects are executed to contract requirements.
- Develops project WBS to identify, communicate and manage project scope, goals and project progress/performance.
- Monitors project costs, forecasts, and schedules on a weekly basis.
- Identifies project barriers; creates contingency plans to address risks; escalates when appropriate.
- Assist project teams in review of change order issues, claims/dispute, including assessing, negotiating and finalizing as required.
- Provides monthly project reports regarding overall progress and financial status of all active projects.
- Ensures all projects assigned to the Program outperform the original estimated budget.
- Effectively communicate, plan, and coordinate resource requirements within Program and across other operational groups to support overall Company success.
- Provides leadership, training, and coaching to all Pre-Construction team members through motivation, mentoring and performance management.
- Develop and maintain positive relationships with all other TESC departments and employees, and work in accordance with cross functional departments.
- Provide support to General Manager in the design of long- and short-term goals and objectives, as well as develop strategies for Operations.
- Maintains strong labour relations with union representatives and ensures compliance with local, provincial, and federal laws, statutes, and regulations, TESC and client policies.
- Maintain excellent relationships with all clients, consultants, vendors, and subcontractors.
- Gather lessons learned with project teams to review project successes and areas requiring improvements for future projects. Coach and evaluate progress in identified improvement areas.
Job Specifications:
- University Degree or College Diploma in Engineering, Quantity Surveying, Construction Management or equivalent combination of education and field experience.
- Minimum 10 years of Project Management leadership experience.
- Knowledge regarding applicable municipal, provincial and federal laws and regulations.
- Strong client focus, proactive, and a desire to achieve results.
- Excellent attention to quality, accuracy and details.
- Financial acumen/ability to comprehend budget structures.
- Commitment to working in a team environment, with established leadership skills.
- Excellent judgment and problem-solving skills including negotiation, crisis management, and conflict resolution.
- Ability to build and manage successful teams within a multi-trade environment, effectively motivate people and maintain positive working relationships.
- Demonstrated ability to evaluate project-related processes and make necessary changes to meet and exceed internal and external customer expectations.
- Thorough knowledge of all aspects of the project lifecycle within a construction environment, as well as knowledge of various project delivery methods.
- Strong presentation skills and verbal/written communication skills.
- Strong computer literacy in Microsoft Office (Microsoft Excel, Word, Outlook, PowerPoint) and demonstrated knowledge of scheduling practices and software such as MS Project or Primavera P6.
- Professional designation such as Project Management Professional (PMP) or Gold Seal an asset.
